I'd imagine the 16C is being held in reserve, so if Intel try to respond they'll just drop everything by one price level and insert the 16C at $499 again.
Don't see how this would be "screwing over their current customers". It's PC hardware; Whenever you buy something, you know chances are you could get something with a better price to perfromance ratio within the next 6 months.
Considering the fact that we do not have a 12core part on the consumer side yet (the 3900x will be the first..) I fail to see how not releasing a 16core part at launch is screwing over anyone. Amd raised the bar here, it's a game changer. They also announced a new 64core part on the professional side of things..

So where is the 16 core?And I guess the answer is memory bandwidth and power.
The AM4 backward compatibilitiy means dual channel memory and it just gets absurd at that point, even if they push the clocks.
And then one disadvantage of the 7nm chiplet design is that the surface area is so limited that 16 cores would mean you'd have to lower the clocks.
